Montreal, PQ, Canada - The Montreal rally was attended by over one thousand people. There was a mix of labor leaders who support the coalition, members of Quebec’s Union des Artistes which is the French language equivalent of SAG and Gilles Duceppe the leader of the Bloc Quebecois, the federal separatist party. Prime Minister Harper’s has used fear to suggest that the coalition is not legitimate because Canadians didn’t vote for a coalition during the last election which took place on October 14, 2008. However, since Harper’s party only won a minority and by the rules of Canadian democracy a minority government must receive the support of the majority of parliament to continue to exist, the coalition is in fact legally and democratically valid.
The Conservatives have been using rhetoric to confuse the issue. They have called the NDP “socialists” and have denounced the coalition as “threatening Canada’s existence” by working with the separatist Bloc. The Harper government has used both the NDP and the Bloc to take down the Liberal government in 2005 and has relied on both parties over the past two and half years to support the Conservatives through almost all of their confidence votes when they won their first minority government in the 2006 federal election.
The Liberals and NDP decided to form a coalition but because they do not have enough MPs to form a majority, the Bloc Quebecois agreed to support the coalition for votes of confidence which are votes that the government needs to stay in power (such as a economic policy or budgets - which is what the Conservative party are trying to avoid happening to them). The Bloc Quebecois will not have any of their members in the coaltion but the coalition needs their votes to exist.
Harper’s only defense was to use a ploy that has never been used in the history of Canadian politics. He went to the Queen’s representative, the Governor General, who is the head of the government but whose role has generally been ceremonial. However, she does have real authority. What Harper did was to ask her to suspend parliament, close the doors, to prevent a vote that would bring down his government.
She agreed. So our democracy has been circumvented by a minority government who does not want to respect the majority of parliament which is the collection of candidates whom all the voters in Canada elected to run our democracy. The government of Canada is officially shut down until the end of January 2009. It is very strange and brings to mind, the actions of Mugabe and others who have tried to stifle the voice of opposition, when they sought to legitimately, through parliamentary procedure, defeat the government.
